Users can manage their checkout and other settings including Payment Settings from this page. They can add different payment methods to their storefront.

Keep in mind that if you want to complete an order without actually making a payment, you can add the Money Order method as a storefront payment settings. After that, you can complete an order by choosing the money order payment method on the checkout page.
